The Deck is Approved
After 3 failed inspections by the building inspector, 3 failed inspections by the electrical inspector, and 1 failed inspection by the plumbing inspector -- our deck was final approved by the city.

It seems that if you touch electrical, plumbing as part of the project -- you do have to pull permits, and they will have you bring many things up-to-code even if you haven't touched them for your project.

Whew, now finally we can enjoy our deck!
